<p>२६ असार, काठमाडौं ।<br>व्यवस्थापिका संसदको संसदीय सुनुवाइ समितिले प्रधान न्यायधिसमा प्रस्तावित सर्वोच्च अदालतका वरिष्ठ न्यायधिस शुसीला कार्किको प्रस्तावलाई आज अनुमोदन गरेको छ ।</p><p>संसदीय सुनुवाई समितिका संयोजक कुलबहादुर गुरुङको अध्यक्षतामा आज सिंहदरवारमा बसेको बैठकले कार्किको नाम अनुमोदन गरको हो ।</p><p>बिषेश समितिको निर्णय पछि अब राष्ट्रपतिद्धारा प्रधान न्यायाधिसमा कार्कीलाई नियुक्ती गर्न बाटो खुलेको छ ।</p><p>यसअघि संसदीय सुनुवाई समितिमा सासंदहरुद्धारा सोधिएका प्रश्नको उत्तरदिने क्रममा प्रधान न्यायधिसमा प्रस्तावित कार्किले अदालतमा भ्रष्टाचारप्रति शुन्य सहशीलता अपनाइने स्पष्ट पार्नुभयो ।</p><p>उहाले अदालतका कामकारवाहि छिटोछरितो बनाउन आफु प्रयत्नशील रहने बताउनु भयो ।</p><p>प्रधान न्यायधिसमा प्रस्तावित शुसीला कार्कि प्रधान न्यायधिसमा नियुक्तिसंगै देशको पहिलो महिला न्यायधिस हुनुहुनेछ ।<br><br></p>

<p>२६ असार, काठमाडौं ।<br>सरकारले सङ्घीय प्रदेशका मुख्यमन्त्री र प्रदेश प्रमुखको पारिश्रमिक एवम् सुविधा निर्धारणका लागि गृहकार्य सुरु गरेको छ ।<br> <br>मन्त्रिपरिषद्को आजको बैठकले प्रदेशका मुख्यमन्त्री र प्रदेश प्रमुखको पारिश्रमिक तथा अन्य सुविधासम्बन्धी विधेयक तर्जुमा गर्न सैद्धान्तिक स्वीकृति दिएको सरकारका प्रवक्ता सुचना तथा संचारमन्त्री शेरधनराईले जानकारी दिनुभयो ।<br> <br>मन्त्रिपरिषद् बैठकले चीन सरकारलाई दुई जोडी वयस्क गैँडा उपलब्ध गराउने निर्णय समेत गरेको छ ।</p><p>त्यस्तै बैठकले बिपी कोइराला स्वास्थ्य विज्ञान प्रतिष्ठानलाई विशिष्ट स्वास्थ्य सेवा सञ्चालनका लागि आवश्यक यान्त्रिक औजार खरिद गर्न रु २० करोड थप पुँजीगत अनुदान उपलब्ध गराउने निर्णय गरेको छ ।<br> <br>बैठकले नेपाल कानुन आयोगका अध्यक्षमा पूर्वसचिव माधव पौडेललाई नियुक्त गर्ने र इन्जिनियरिङ क्लस्टरबाट रामानन्दप्रसाद यादवलाई सचिवमा बढुवा गर्ने निर्णय गरेको छ । <br><br>पूर्व पाँच पदाधिकारी सेवासुविधायोग्य<br>व्यवस्थापिका–संसद्, अनुगमन तथा सुशासन समितिले पूर्वपदाधिकारीका नाममा सम्माननीयलाई मात्र राज्यकोषबाट सेवासुविधा पदान गर्ने निर्णय गरेको छ । <br><br>समितिको आजको बैठकले पूर्व राष्ट्रपति, उपराष्ट्रपति, प्रधानमन्त्री, प्रधानन्यायाधीश र सभामुखबाहेक अन्य कुनै पनि पूर्वपदाधिकारीलाई इन्धन, चालक र सवारीसाधन प्रदान नगर्ने प्रावधानलाई अनुमोदन गरेको हो । <br><br>हाल पूर्वराष्ट्रपति र पूर्वउपराष्ट्रपति, आठ पूर्वप्रधानमन्त्री, ११ पूर्वप्रधानन्यायाधीश, चार पूर्वसभामुख, नौ पूर्वउपप्रधानमन्त्री र १७ पूर्वगृहमन्त्रीले राज्यकोषबाट सुरक्षा सहितको सेवासुविधा प्राप्त गरिरहनुभएको छ । <br><br>यसका अतिरिक्त नेपाली सेना, नेपाल प्रहरी र सशस्त्र प्रहरी बलका ठूलो सङ्ख्याका पूर्वउच्चाधिकारीले पनि राज्यकोषबाट सुविधा लिइरहनुभएको छ । <br><br>समितिले कुन कुन पूर्वपदाधिकारीलाई राज्यकोषबाट के कस्ता आधारमा सेवासुविधा प्रदान गर्नु उचित हुन्छ भनी सदस्य जनकराज जोशीका संयोजकत्वमा गठन गरेको उपसमितिले दिएको सुझावका आधारमा सरकारलाई यस्तो निर्देश गरेको हो । <br><br>प्रतिवेदन अनुसार अब राज्यकोषबाट सेवासुविधा ‘सम्माननीय’ले मात्र प्राप्त गर्नुहुने छ भने (पूर्वउपप्रधानमन्त्री एवम् पूर्वगृहमन्त्री)को कटौती हुने संयोजक जोशीले जानकारी दिनुभयो । <br><br>प्रतिवेदनानुसार अब पूर्वराष्ट्रपति र पूर्वउपराष्ट्रपति, आठ पूर्वप्रधानमन्त्री, ११ पूर्वप्रधानन्यायाधीश र चार पूर्वसभामुखले पूर्वपदाधिकारीको नाममा सुविधा प्राप्त गर्नुहुनेछ ।समितिको निर्देशनानुसार प्रतिवेदनमा उल्लिखित पूर्वपदाधिकारी बाहेकले राज्यकोषबाट मोटर, इन्धन र चालकको सुविधा लिएका अव फिर्ता गर्नुपर्ने छ । <br><br>पूर्वराजपरिवारलाई सुरक्षाका लागि उपलब्ध गराईएको जनशक्ति अधिक रहेको त्यसमा पुनरवलोकन गर्न तथा पूर्वपदाधिकारीका नाममा राज्यकोषबाट भएको खर्चको विवरण महालेखासँग माग गर्ने निर्णय बैठकले गरको छ । <br><br></p>
Only ex Rt Honorable to get facilities
<p>With the latest decision of the Monitoring and Good Governance Committee under the Legislature-Parliament today, only the former Rt honourable VIPs will enjoy facilities from the state treasury. <br><br>Today' meeting of the committee decided to provide facility of vehicle, driver and fuel only to former President, Vice-president, Prime Minister, Chief Justice and speaker.</p><p>Presently, even former Deputy Prime Ministers and Home Ministers are entitled to such facilities. <br><br>With the new provision, former chiefs and senior officials of Nepal Army, Nepal Police and armed Police force will also stop getting such facilities.<br><br> It may be noted that the committee had formed a sub-committee under the chairmanship of Janakraj Joshi to look into the matter and make a recommendation.</p><p>Today's decision is based on the sub-committee's recommendation. <br><br></p>
No gentleman agreement with Maoist party: leader Pokhrel
<p>CPN-UML leader Shankar Pokhrel has made it clear that there was not any gentlemen agreement with the CPN (Maoist-Centre) except the nine-point deal.</p><p>At an interaction organized by the Reporters' Club in the capital city today, leader Pokhrel said it was not good to think of alternative to the incumbent now.</p><p>On the occasion, Nepali Congress central member Minendra Rijal said Nepali Congress and the CPN-UML can't remain together in the government.</p><p>Similarly, CPN (Maoist-Centre) leader Ram Karki said the formation of consensus government was a must to resolve national problems and effectively implement the constitution.</p><p>General Secretary of the Sadbhavana Party Manish Suman said the Madhesi front could support the national consensus government. <br><br></p>
Two drug stores sealed at Chhetrapati
<p>A government monitoring committee has sealed two drug stores at Chhetrapati in the capital for not cooperating with the team that was there for inspection.</p><p>The sealed drug stores are Bajhgain Medical Suppliers and Ikhapukhu Distributors.</p><p>The inspection team has directed the store operators to be present within 24 hours in the respective authority, said Shree Prasad Adhikari, official at the monitoring team. <br><br><br></p>
Homework to determine remuneration and facilities of CM and governors
<p> The government has started homework to determine the remuneration and facility of Chief Ministers and the provincial chiefs or Governor of the federal units.<br><br>Today's meeting of the Council of Minister gave consent in principle to formulate the bill regarding remuneration and other facilities of Chief Ministers and the provincial chiefs, said government's Spokesperson, Sherdhan Rai. <br> <br>Similarly, the government has decided to provide additional Rs 200 million capital grants to the BP Koirala Institute of Health Sciences, Dharan, for purchasing medical appliances to run special health services. <br><br>The cabinet meeting today appointed former Secretary Madhav Poudel as the Chair of Nepal Law Commission and promoted Ramananda Prasad Yadav to the post of Secretary. <br> <br><br></p>
राष्ट्रकविबाट दुःखमा देश विमोचन
<p>२६ असार, काठमाडौं ।<br>राष्ट्रकवि माधवप्रसाद घिमिरेले साहित्यकार रघुराम न्यौपानेको गीति काब्य 'दुःखमा देश' को विमोचन गर्नुभएको छ । आइतबार राष्ट्रकवि घिमिरे निवास लैनचौरमा प्रमुख अतिथि घिमिरे, बिशेष अतिथि गजल सम्राट ज्ञानुवाकर पौडेल र काब्यकार न्यौपानेले संयुक्त रुपमा कृतिको विमोचन गर्नुभएको हो ।</p><p>कृतिको बिमोचन गर्नुहु“दै राष्ट्रकवि माधवप्रसाद घिमिरेले गजलकार न्यौपानेका धर्ति हल्लाउने कैयौं गीतहरु मुटु छुने खालको रहेको बताउनुभयो । उहाले हृदयस्पर्शी मार्मिक गीति रचना गरेको बताउनुहुदै गजलकार न्यौपानेलाई काब्य साधनामा लागिरहन आग्रह गर्नुभयो ।</p><p>यस्तै कार्यक्रमका अतिथि गजलसम्राट ज्ञानुवाकर पौडेलले गद्य कविताको यूगमा छन्द्धबद्ध काब्य प्रतिको आक्रषण घट्दै गइरहेका बेला गजलकार न्यौपानेको दोश्रो काब्य पनि छन्द्धमा ल्याई योगदान पु¥याउनु भएको भन्दै प्रशंसा गर्नुभयो ।</p><p>गजलकार न्यौपानेको पाँचौ कृति गीति काब्य दुःखमा देशमा गएका बर्षदेखि यतिबेलासम्म देशले भोगेको प्राकृतिक बिपत्ति, कोशी नदी थुनिएको प्रशंग, गतबर्षको गएको बिनासकारी भूकम्प, भारतले गरेको नाकाबन्दी, बेलायती राजकुमार ह्यारीको नेपालप्रतिको सद्भाव, नेपालको प्राकृतिक सौन्दर्यताको बर्णन लगायतका भाव कृतिमा समेटिएको छ ।</p><p>कृति बिभिन्न छ शीर्षकमा बिभक्त छ । काव्यभित्र दुःखमा देश, कोशी थुनिँदा, ६९ को पोखरा, आकाशिएको गोरे दाईको मन, पहिलो भ्रमण मोदीको शीर्षकमा झ्याउरे छन्द्धका गीत रहेका छन् ।</p><p>रविन न्यौपाने र उमेश सापकोटाले प्रकाशन गरेको कृतिलाई रञ्जना न्यौपानेले सम्पादन गर्नुभएको छ । ४८ पेजमा रहेको कृतिको ब्यक्तिगत मुल्य १ सय र संस्थागत मूल्य ५ सय राखिएको छ ।</p><p>कृति बिमोचन समारोहमा पोखराका साहित्यकार एवं छन्द बचाउ अभियानका अभियन्ता शालिकराम आर्चाय, मुक्तकाकार त्रिपुरा पौडेल र संग्रहका सम्पादक रञ्जना न्यौपानेको पनि उपस्थिति रहेको थियो ।<br></p>
काग्रेस र एमाले सँगै रहेर सरकार बन्नै सक्दैनः डा. रिजाल
<p><span style="line-height: 1.42857143;"> २६ असार,काठमाडौ । </span><br></p><p>नेकपा एमालेका नेता शंकर पोख्रेलले निर्वाचनकोलागि राष्ट्रिय सहमति चाहिएको हो भने तीवटा निर्वाचन प्रमुख तीन दलले पालै पालो नेतृत्व गरेर गर्न सकिने स्पष्ट पारेका छन । </p><p>रिपोर्टर्स क्लब नेपालले आईतवार आयोजना गरेको साक्षात्कारमा उनले भने,‘ चुनाव गराउनकोलागि राष्ट्रिय सहमति चाहिदैन तर सक्रमणकालमा चुनाव गराउन सहमति नै चाहिएको हो भने तीनवटा चुनाव तीन प्रमुख दलले पालै पालो नेतृत्व लिएर गरौ । केपी शर्मा ओलीको नेतृत्वमा अहिले सरकार रहेकोले स्थानीय निकायको निर्वाचन यही सरकारलाई गर्न दिऔ ।’</p><p>साक्षात्कारमा पोख्रेलले माओवादीसँग नौ बुँदे बाहेक कुनै भद्र सहमति नभएको दावी गर्दै नौ बुँदे सहमति सँगै तीन बुँदे अर्को सहमति ल्याएको तर प्रधानमन्त्रीले आफू कुनै बन्धनमा बाधिएर सरकार चलाउन ईच्छुक नभएको बताएपछि नौ बुँदे बाहेक कुनै सहमति नभएको स्पष्ट पारे । उनले प्रश्न गरे,‘ भद्र सहमति भएको भए सहमति भएको १५ दिन पनि वित्न नपाउँदै सरकार ढाल्ने अभद्र खेल किन खेल्नु परेको त ?’</p><p>‘छिमेकीसँगको सम्बन्ध सुधार, राष्ट्रिय हितको संरक्षण, मुलुकको सर्मथ्य बृद्धि, समृद्धिकोलागि सरकार अघि बढी रहेको बेला सरकारको विकल्प खोज्नु उपयूक्त हुँदैन । यो मुलुकको समस्या भनेकै अस्थिरता हो त्यसैले अस्थिर बनाउने धेरै खेल नखेलौ’–पोख्रेलले भने । </p><p>उनले राष्ट्रिय सहमति कायम गर्न ब्यक्तिलाई अगाडि सारेर हुन नसक्ने भएकोले एजेण्डालाई अघि सार्नु पर्ने भन्दै संविधानको कार्यान्वयन, भुकम्प पछिको पुनर्निर्माण र मुलुकको आर्थिक समृद्धि अहिले सहमतिको एजेण्डा बन्न सक्ने स्पष्ट पारे । </p><p>पोख्रेलले एमाले–काग्रेस र एमाले–माओवादीको सरकारले नै आन्दोलनको अवस्था रहनु परेकोले अहिले समस्या समाधानको नाममा एक दलको विकल्प अर्को दल बन्न नसक्ने ठोकुवा गर्दै बर्तमान सरकार सबै समस्या समाधान गरेर संविधानलाई सर्वस्विकार्य बनाउन आतुर रहेको बताए । </p><p>नेपाली काग्रेसका नेता डा. मिनेन्द्र रिजालले प्रमुख ठूला दुई दल काग्रेस र एमाले सँगै सरकारमा बस्नै नसक्ने ठोकुवा गर्दै संविधानमै सहमतिय सरकारको ब्यवस्था नरहेकोले त्यसको कुनै सम्भावना नरहेको दावी गरे । </p><p>काग्रेस प्रतिपक्षमा रहे पनि संविधानको कार्यान्वय र भुकम्पपछिको पुनर्निर्माणको विषयमा सरकारसँगै रहेको स्पष्टपार्दै माओवादीले भने जस्तो संविधान कार्यान्वयनकोलागि सहमति आवश्यक नरहेको स्पष्टपारे । </p><p>उनले भने,‘ संविधान कार्यान्वयनमा हामी प्रतिपक्ष होईनौ । संविधानलाई सर्वस्विकार्य बनाउने. हो । यसमा हामी सधै अग्रसर हुन्छौ ।’</p><p>काग्रेससँग बहुमत नभएकोले काग्रेस प्रतिपक्षमा रहेको स्पष्ट पार्दै सत्तारुढ दल माओवादीले सरकारको विषय कुनै निर्णय नगरेसम्म काग्रेसको भूमिका नै नहुने बताए । </p><p>नेकपा माओवादी केन्द्रका नेता राम कार्कीले अब सहमतिको सरकार निर्माणको प्रक्रिया तिब्र हुने बताउँदै संविधानको कार्यान्वयनसहित मुलुकको समस्या समाधान गर्न पनि सहमतिको सरकार अपरिहार्य रहेको तर्क गरे । </p><p>उनले भने,‘ नेपाली काग्रेस सहमत भए मधेसलाई विश्वासमा लिएर सहमतिको सरकार निर्माण गर्नु पर्छ । न्यूनतम साझा कार्यक्रम बनाएर जसको नेतृत्वमा सहमति जुट्यूनतम साझा कार्यक्रम बनाएर जसको नेतृत्वमा सहमति जुट् उसकैको नेतृत्वमा सरकार बनाउनु पर्छ ।’</p><p>कार्कीले नेकपा एमालेले माओवादीसँग भएको भद्र सहमति कार्यान्वयन गर्ने बेला आएको भन्दै आफ्नो पार्टीले अहिले नै सरकारको विकल्प खोज्ने विषयमा हतार भने नगर्ने स्पष्ट पारे । </p><p>सद्भावना पार्टीका महासचिव मनिष सुमनले केपी शर्मा ओली नेतृत्वको सरकारबाट मुलुकलाई उन्मुक्ति दिलाउन तयार हुने जो सुकैलाई पनि मधेसी मोर्चा निसर्त समर्थन गर्न तयार रहेको स्पष्ट पारे । </p><p>उनले भने,‘ सैद्धान्तिक रुपमा सरकार हाम्रो एजेण्डा होईन र यो खेलमा हाम्रो चासो पनि छैन तर भावनात्मक रुपमा हाम्रा ६२ जना भन्दा बढीलाई गोली ठोकेर हत्या गर्ने, झुठा मुद्दा लगाउने, उपचार समेत नगराउने, बार्ताको नाटक गरिरहने, भ्रष्टाचारमा चुर्लुम्म डुब्ने र संघीयता विरोधी अभिब्यक्ति दिने प्रधानमन्त्रीबाट मुलुकलाई उन्मुक्ति दिन एक धक्का कसैलाई पनि समर्थन गर्न हामी तयार छौ ।’ </p><p>सुमनले थपे,‘ हास्यकलाकार जस्ता प्रधानमन्त्रीबाट मुलुकलाई मुक्ती दिलाउनेलाई समर्थन गर्छौ तर हामी सरकारमा जाँदैनौ ।’</p>
Local elections with political consensus: DPM Thapa
<p>Deputy Prime Minister and Minister for Federal Affairs and Local Development, Kamal Thapa has said the local elections will take place with political parties' consensus. <br><br>Speaking at a press conference organized by Media Nepal in Chitwan today, DPM Thapa said the government is leaving the options open to hold elections in current scenario or after state restructuring. <br><br>He underscored the government's plan to seek consensual elections by taking in account the suggestions of the opposition party among other parties. <br><br>On a different note, DPM Thapa said the government has presented an ambitious budget for country's economic progress, and succeeded in maintaining historic relation and partnership with Nepal's friends. <br><br><br></p>
Chairman Dahal seeks intellects’ help to ensure rights to oppressed
<p>Chairman of the CPN (Maoist Centre) Pushpa Kamal Dahal has spoken the need of bringing the oppressed people to the mainstream of the nation so that their voices could be heard properly. <br><br>Inaugurating the national unity gathering of Nepal National Intellectuals' Organization in the capital today, Chairman Dahal urged the intellectuals to help ensure rights to the oppressed class. <br><br>The constitution has established some rights, he said, adding that there is huge role the intellectuals could play to institutionalize the achievements gained after political struggles.<br><br></p>
Bhotekoshi flooding sweeps four more houses
<p>The swollen Bhotekoshi River has yet again washed away four houses at Liping, Tatopani VDC-4 in Sindhupalchowk district. <br><br>According to Khumlal Bhusal, Police Inspector at Border Police Office, Kodari, four houses at Liping market area were swept away by the massive flood in Bhotekoshi River in the last 24 hours. <br>Although the Tatopani area has not received any rainfall, the territory in China side has been lashed with rainfall, resulting in increment of water level in the River.</p><p>Inspector Bhusal said that as many as 150 houses within the radius of Tatopani area and Liping are at high risk of inundation. <br><br>Local disaster management committee comprising members of the border police, Armed Police Force, political parties and civic societies has been formed to coordinate for the relief and rehabilitation drive for those affected by the disaster.<br><br></p>
Parliamentary committee endorses Karki as Chief Justice
<p><br>The Parliamentary Hearing Special Committee under the Legislature Parliament has unanimously endorsed Justice Sushila Karki to the post of Chief Justice. Ms Karki has been heading the SC as the Acting CJ.</p><p>Committee President Kul Bahadur Gurung read out the hearing of the Committee today. </p><p>On the occasion, Acting CJ Karki vowed to keep the judiciary free from corruption and make it activities fair.<br><br>Acting CJ Karki further said the workload of judiciary would be reduced if appointments of 11 nominated judges were made on time, she said. She pledged to take zero-tolerance against corruption. <br><br>Now, the president will appoint her as the chief justice of the apex court of Nepal.<br></p>
