<p>Prime Minister Puspa Kamal Dahal has urged the Bhutanese government to create a conducive environment for the solving of the problem of Bhutense refugee.</p><p>In the meeting between the PM Dahal and his Bhutnese counterpart Tshering Topgay at the sidelines of BRICS-BIMSTEC summit, PM Dahal urged the Bhutnese PM to address the aspiration of the refugees who want to return back to Bhutan.</p><p>PM Dahal also held discussion with Bhutnese PM Topgay regarding the halted SAARC Summit. </p><p>Meanwhile, the meeting between PM Puspa Kamal Dahal and Chinese President Xi Jinping is underway. </p><p>Earlier, Prime Minister Pushpa Kamal Dahal reached Goa via New Delhi on a Nepal Airlines Corporation (NAC) aircraft to take part in the eighth BRICS Summit. </p><p>The PM reached there with an 18-member Nepali delegation to the Summit. He was greeted at the Indira Gandhi International Airport in New Delhi by Nepali Chargé d'affaires, Krishna Prasad Dhakal, Indian Minister of State for External Affairs, MJ Akbar and Indian Ambassador to Nepal, Ranjit Rae. </p><p>During his stay, PM Dahal is scheduled to meet with Indian PM Narendra Modi tomorrow. </p><p>PM Dahal will be addressing the BRICS-BIMSTEC Outreach Summit and the heads of state/government of member states. </p><p>The Summit is expected to deliberate on institutionalizing BRICS, implementing the past agreements, integrating BRICS mechanism, searching for new avenues of cooperation and continuing institutional activities. </p><p>PM Dahal will also hold separate bilateral talks with Russian President, Vladimir Putin, Sri Lanak President, Maithripala Sirisena, South African President, Jacob Zuma, and Brazilian President, Michel Temer on the sidelines of the Summit.</p><p>Meanwhile, India and Russia signed billions of dollars of defense and energy deals at BRICS summit that sought to inject new life into a relationship that has been tested by shifting global alliances and conflict in the Middle East.</p><p>Under the biggest agreement, a group led by Russian state oil major Rosneft said it would pay $12.9 billion for a controlling stake in both India's Essar Oil and port facilities that it owns.</p><p>The countries, which had strong ties during the Cold War, announced plans for a joint venture to build helicopters in India. New Delhi said it would also buy surface-to-air missile systems and stealth frigates from Moscow.</p><p>Indain PM Modi said that his views were aligned with Russia Putin's on the unstable situation in Afghanistan and the Middle East, where Moscow is at odds with the West in the five-year-old civil war in Syria that has killed hundreds of thousands.More than 150 countries have reached a deal described as "monumental" to phase out gases that are making global warming worse.<br></p>

7 killed cola mine China
<p>A gas explosion inside a coal mine in southwestern China has killed seven people and injured two more.</p><p>Rescue crews at the Rongsheng mine in Guizhou province were able to save 11 people, including the two injured.</p><p>Authorities would not say what caused the explosion, and a phone number listed for the mine wasn't working.</p><p>China is the world's largest producer and consumer of coal, though it announced plans this year to shutter more than 1,000 outdated mines.</p><p>The head of China's State Administration of Work Safety said this year that struggling coal mines might be likely to overlook maintenance.</p><p>The administration reported 931 coal mine accident deaths in 2014, though outside experts often question government figures.<br></p>

<p>Nepali Hindus are observing Kojagrat Poornima (full moon day) today as part of the final day of the 10-day Bada Dashain festival by worshipping and paying homage to Mahalaxmi, the goddess of wealth and prosperity.</p><p>The Bada Dashain festival formally ends today with the marking of the Kojagrat Poornima–devotees offering worships to Mahalaxmi at their homes in the evening.</p><p>Since the ritual of giving and receiving Tika and Jamara of the Dashain festival also concludes on this day. The Jamara that is sprouted and anointed at the Dashainghar and Kot on the day of Ghatasthapana is disposed of as per the religious tradition.<br></p>
Boat Capsize Illam 34 people Missing
<p>As many as 34 persons missing in a boat capsize in Mai Khola in Ilam district, yesterday, have been rescued. Over 50 people including around 15 children were travelling in the boat.</p><p>The boat capsized due to overload. According to Ilam Police Superintendent Sushil Yadav, four deceased were indentified while one minor is yet to be identified as five people were killed in the incident.</p><p>The identified deceased are 48 year old Dambar Maya Magar, 58 year old Pabitra Poudel, 58 year old Harka Bahadur Rana and 75 year old Jas Bahadur Rai, police said.<br><br><br></p>
PM Dahal leaves for India Visit
<p>Prime Minister Pushpa Kamal Dahal today left for India to participate in the BRICS-BIMSTEC Outreach Summit scheduled to be held in Goa tomorrow. According to Ministry of Foreign Affairs, PM Dahal is heading an 18-member delegation to the Outreach Summit that will be preceded by a Retreat Meeting of the leaders of BIMSTEC also convened by Prime Minister of India Narendra Modi on the same day.</p><p>The Summit is expected to provide an important occasion to explore areas of partnership between the two dynamic groups of countries. PM Dahal will deliver statements at the Retreat and Outreach Summit tomorrow.</p><p>The Retreat of BIMSTEC leaders is likely to discuss matters pertaining to countering terrorism; addressing environment and climate change, disaster management; enhancing connectivity; promoting cooperation in agriculture, energy, trade, technology, tourism, poverty alleviation and people-to-people contact. The Retreat is expected to adopt an outcome document for promoting regional cooperation. </p><p>The Prime Minister is scheduled to have bilateral meetings with leaders of the BRICS and BIMSTEC countries on the sidelines of the Summit. During his scheduled meeting with Chinese President Xi Jinping, Prime Minister is likely to request Xi again for Nepal visit, Foreign Minister Mahat briefed the media about it at a press meet organized on the eve of the Prime Minister's travel to India. </p><p> The Prime Minister will have bilateral meetings with Russia's President Vladimir Putin, Sri Lankan President Maithripala Sirisena, South African President Jacob Zuma and Bhutan's Prime Minister Tshering Tobgay. </p><p>Members of the delegation include Minister for Foreign Affairs Dr Prakash Sharan Mahat, Foreign Secretary Shanker Das Bairagi, and Secretary at the Office of the Prime Minister and Council of Ministers Tanka Mani Sharma and other senior government officials. <br>He will return home on October 17. <br><br></p>
संविधान संशोधनबारे के छ तीन दलको तयारी ?

1.42857143;">संविधान संशोधनबारे कांग्रेस अनौपचारिक छलफलमा छ। कांग्रेसका तर्फबाट उपप्रधानमन्त्री तथा गृहमन्त्री विमलेन्द्र निधिले संशोधनको मस्यौदाबारे गृहकार्य गरिरहेका छन्। ‘केन्द्रीय समिति र संसदीय दलले माओवादी केन्द्रसँगको सातबुँदे र मधेसी मोर्चासँगको तीनबुँदे सहमति अनुमोदन गरिसकेको छ। मोर्चासँग विस्तृत छलफलपछि सबै टुंगो लाग्छ,’ गृहमन्त्री निधिले भने, ‘सीमांकन, नागरिकता, समानुपातिक समावेशिता र राष्ट्रिय सभामा सहभागिता बढाउनेबारे संशोधन गर्नुपर्ने धारणा पार्टीले बनाइसकेकाले ड्राफ्ट बनेपछि नै सबै कुराको टुंगो लाग्नेछ ।’</span></p><p> </p><p>प्रदेशको सीमांकनको मुद्दा कसरी टुंग्याउने भन्नेबारे भने कांग्रेसभित्र साझा धारणा बनिसकेको छैन। मधेसी मोर्चाले सीमांकन हेरफेर गरेर तराईमा दुई प्रदेश बनाइनुपर्ने माग गरे पनि सभापति शेरबहादुर देउवा मौन छन् । सीमांकन हेरफेरमा सुदूरपश्चिमका जिल्लाको विषयमा विवाद भएकाले पनि उनी मौन रहेको नेताहरू बताउँछन् । भाषा विवाद टुंग्याउन आयोग बनिसकेको र यसमा मोर्चासमेत लचक भएको र नागरिकताबारे अन्तरिम संविधानकै व्यवस्था राखेर कानुनमार्फत सम्बोधन गर्नेमा कांग्रेस लचिलो छ । ‘मधेसी मोर्चाको मागमा हामी लचक भएर टुंग्याउनुपर्छ भन्ने पक्षमा छौँ,’ कांग्रेस नेता आनन्दप्रसाद ढुंगानाले भने ।</p><p> </p><p>‘रिजर्भ’ बस्ने एमाले रणनीति</p><p>प्रमुख प्रतिपक्षी एमाले संविधान संशोधनको मुद्दामा ‘रिजर्भ’ छ । मधेसी मोर्चाको माग सम्बोधन गर्न सरकारले संशोधनको विषय औपचारिक रूपमा प्रस्ट नपारेको भन्दै एमालेले तत्कालका लागि ‘रिजर्भ’ बस्ने रणनीति लिएको हो । एमाले शीर्ष नेताहरूले राष्ट्रिय हितमा तल–माथि नहुने गरी संविधान संशोधन हुनसक्ने, तर संशोधनको कारण र औचित्य पुष्टि हुनुपर्ने बताउँदै आएका छन् ।</p><p> </p><p>सत्तारूढ दल नै विभाजित रहेको एमालेको बुझाइ</p><p>संविधान संशोधनका विषयमा सत्तारूढ कांग्रेस र माओवादी केन्द्रभित्रै विवाद रहेको एमालेको बुझाइ छ । नागरिकता, भाषालगायतका मुद्दामा दुई दलबीच समानता देखिए पनि प्रदेशको सीमा हेरफेरबारे दुई पार्टीभित्रै सहमति जुट्न नसक्ने एमालेको ठम्याइ छ ।</p><p>‘संशोधनको हल्ला पिटाउनुको कुनै अर्थ छैन, पहिले कांग्रेस र माओवादी केन्द्रले आफ्नै पार्टीभित्र सीमांकन हेरफेरका मुद्दामा सहमति जुटाउँदा हुन्छ,’ एमाले सचिव तथा प्रचार विभाग प्रमुख योगेश भट्टराईले भने, ‘साँच्चै उहाँहरूले पार्टीभित्र सर्वसम्मत वा बहुमतबाट निर्णय गराएर आउनुभयो भने एमाले जुनसुकै वेला छलफलका लागि तयार छ ।’</p><p> </p><p>सीमांकन हेरफेर गर्न संघीय आयोग</p><p>संविधानअनुसार सीमांकन हेरफेरको मुद्दाबारे सुझाब लिन संघीय आयोग गठनबाहेक सीधै संशोधनमा जान नसकिने एमालेको धारणा छ । ‘संविधानमा सीमांकन विवादका लागि संघीय आयोग बनाएर सुझाब लिन सकिने र सिमानाको हेरफेर प्रदेशहरूको सहमति लिएर मात्रै गर्न सकिने लेखेकाले त्यसबाहिर जानसक्ने स्थिति छैन,’ एमाले नेता तथा पूर्वकानुनमन्त्री अग्नि खरेलले भने । तत्कालीन केपी ओली नेतृत्वको सरकारले गरेको वार्तामा मधेसी मोर्चाले चासो नराखेका कारण आयोग गठन गर्न सहमति नजुट्ने एमालेको बुझाइ छ ।</p><p> </p><p>सरकारी प्रस्ताव आए मात्रै औपचारिक धारणा</p><p>एमालेले मधेसी मोर्चाले उठाउँदै आएका माग सम्बोधन गर्न संविधान संशोधनको मुद्दामा धारणा बनाएको छैन । संशोधनसम्बन्धी सरकारको औपचारिक प्रस्तावपछि मात्रै छलफल अघि बढ्न सक्ने एमालेको भनाइ छ । ‘राजनीतिक छलफलमा बोलाइए हामी भाग लिन्छौँ । तर, मुख्य कुरा संशोधनको विषय के हो स्पष्ट हुनुपर्छ,’ एमाले नेता अग्नि खरेलले भने, ‘कांग्रेस, माओवादी केन्द्र र मधेसी मोर्चासँग भएका सहमति के हुन् भन्ने प्रस्ताव ल्याउनुपर्छ । हामीले केमा साथ दिनुपर्ने भन्ने जानकारी दिइएपछि मात्रै हामी हाम्रो धारणा राख्नेछौँ ।’</p><p> </p><p>कात्तिकभित्र सहमतिको प्रयास</p><p>माओवादी केन्द्रले कात्तिकभित्र संविधान संशोधन प्रस्ताव तयार, संसद्मा दर्ता र पारित गराउन प्रमुख प्रतिपक्षी एमालेसँग सहमतिको प्रयास गर्ने भएको छ । यसका लागि केन्द्रले शीर्ष नेताहरूलाई अन्य दलसँगको छलफलमा परिचालित गराएको छ ।</p><p>‘अब हामी कात्तिकभर, अझ तिहारअगाडि नै संविधान संशोधनमार्फत मधेसी, थारूलगायतका असन्तुष्ट पक्षका माग सम्बोधनको गृहकार्य गर्ने, प्रस्ताव तयार पार्ने र अन्य दललाई पनि सहमतिमा ल्याउन अधिकतम पहलकदमी लिनेछौँ,’ माओवादी केन्द्रकी प्रवक्ता पम्फा भुसालले भनिन्, ‘अन्य काम थाती राखेर भए पनि संविधान संशोधनको विषयलाई तिहारअगाडि नै ठोस निष्कर्षमा पु¥याउने गरी संवादमा लाग्ने निर्णय पार्टीको छ ।’</p><p> </p><p>कुन मुद्दामा माओवादी कति लचक ?</p><p> </p><p>१) सीमांकन :</p><p>संघीय आयोग बनाएर प्रदेशको सीमांकन विवादको समाधान खोज्नुपर्ने पक्षमा माओवादी केन्द्र छ । पहिलो अति विवादित जिल्लालाई आयोगले दिने प्रतिवेदनका आधारमा टुंगो लगाउने र अन्यमा भूगोल र क्षेत्रलाई सामान्य फेरबदल गरेर जानुपर्ने उसका विकल्प छन् । ४ र ५ नम्बर प्रदेशका केही पहाडी जिल्लालाई फेरबदल गर्न आफनो पार्टी लचिलो बन्ने माओवादी स्रोतको भनाइ छ ।</p><p> </p><p>२) नागरिकता:</p><p>अन्तरिम संविधानको प्रावधानलाई समेटेर जान सकिनेमा माओवादी केन्द्र लचक छ । अहिले संविधानमा वैवाहिक अंगीकृत नागरिकता संघीय कानुनअनुसार दिन सकिने उल्लेख छ । यसमा अन्तरिम संविधानमा उल्लेखित ‘प्रचलित कानुन’अनुसार दिइने शब्दावली राखेर संविधान संशोधन गर्न सकिने माओवादी केन्द्रले जनाएको छ ।</p><p> </p><p>३) जनसंख्याको आधारमा प्रतिनिधित्व :</p><p>६५ सदस्यीय राष्ट्रिय सभामा प्रत्येक प्रदेशबाट आठ–आठजना प्रतिनिधित्व हुने संवैधानिक व्यवस्था छ । यसमा सिट संख्या घटाएर तीनदेखि पाँच बनाउने र बाँकी सिटमा जनसंख्याका आधारमा प्रतिनिधित्व सुनिश्चित गराउन सकिने माओवादी केन्द्रको धारणा छ ।</p><p> </p><p>४) भाषा :</p><p>भाषा आयोगको प्रतिवेदनका आधारमा टुंगो लगाउन माओवादी तयार देखिएको छ । ‘भाषा आयोग बनिसकेको र त्यसले दिने प्रतिवेदनका आधारमा यो विवाद हल गर्न सकिन्छ,’ माओवादी स्रोतले भन्यो ।</p><p> </p><p>संविधान कार्यान्वयन र संशोधनमा राष्ट्रपति विद्यादेवी भण्डारीको चासो</p><p>राष्ट्रपति विद्यादेवी भण्डारीले संविधान कार्यान्वयनमा प्रगति र संविधान संशोधनबारे प्रमुख दलका शीर्ष नेतासँग जिज्ञासा राखेकी छिन् । बिहीबार साँझ निवासमा बोलाएर राष्ट्रपति भण्डारीले साझा धारणा बनाएर अगाडि बढ्न शीर्ष नेतालाई सुझाव समेत दिइन् ।</p><p>राष्ट्रपति भण्डारीले दसैँको शुभकामना आदानप्रदान भनेर प्रधानमन्त्री पुष्पकमल दाहाल प्रचण्ड, कांग्रेस सभापति शेरबहादुर देउवा र एमाले अध्यक्ष केपी ओलीसँग बिहीबार साँझ ६ देखि ९ बजेसम्म छलफल गरेकी थिइन् । छलफलमा संविधान कार्यान्वयन र संशोधनको मुद्दामा प्रमुख दल विभाजित हुन नहुने उनको भनाइ थियो ।‘राष्ट्रपतिज्यूले दसैँका अवसरमा शुभकामना आदानप्रदानका लागि ठूला तीन दलका प्रमुखलाई बोलाउनुभएको थियो,’ राष्ट्रपतिका स्वकीय सहसचिव शिव भट्टराईले भने, ‘मुख्यतः संविधान कार्यान्वयनका विषयमा केन्द्रित रहेर छलफल भयो ।’</p><p> </p><p>संविधान कार्यान्वयनमा जिज्ञासा</p><p>शीर्ष नेताहरूसँगको छलफलको सुरुमै राष्ट्रपति भण्डारीले अहिलेसम्म संविधान कार्यान्वयनबारे भएका प्रगतिबारे जिज्ञासा राखेकी थिइन् । जवाफमा प्रधानमन्त्री प्रचण्डले संवैधानिक आयोग गठनसम्बन्धी ऐन बनाउने प्रक्रिया अघि बढेको, उच्च अदालत गठन भइसकेको बताएका थिए । सरकार प्रमुखको हैसियतमा संविधान कार्यान्वयनलाई प्राथमिकताका साथ अघि बढाएको पनि उनको भनाइ थियो ।</p><p> </p><p>मधेसीका माग सम्बोधनबारे चासो</p><p>राष्ट्रपति भण्डारीले संविधान संशोधन गरेर असन्तुष्ट मधेसी मोर्चाको माग सम्बोधन गर्ने विषयबारे पनि प्रमुख दलको धारणा सोधेकी थिइन् । जवाफमा शीर्ष नेताहरूले दलका धारणा राखेका थिए । स्रोतका अनुसार प्रधानमन्त्री प्रचण्डले सरकारका तर्फबाट संशोधन प्रस्तावबारे गृहकार्य भइरहे पनि पहिले तीन दलबीचको सहमतिलाई प्राथमिकता दिएको बताएका थिए । सहमतिपछि मात्रै संशोधन प्रस्ताव दर्ता गराउने सोचमा आफू रहेको उनले प्रस्ट पारेका थिए । कांग्रेस सभापति देउवाले भने प्रदेशको सीमांकन हेरफेरबाहेकका मुद्दामा आफ्नो दल लचक भएर प्रस्तुत हुने बताएका थिए । एमाले अध्यक्ष ओलीले सरकारका तर्फबाट संशोधनबारे औपचारिक प्रस्ताव नै नआएकाले पार्टीले कुनै धारणा नबनाइसकेको बताएका थिए ।</p><p> </p><p>मिलेर अघि बढ्नुहोस्ः राष्ट्रपति</p><p>नेताहरूको धारणा सुनेपछि राष्ट्रपति भण्डारीले समय छोटिँदै गएकाले निर्वाचनमार्फत संविधान कार्यान्वयनलाई प्राथमिकतामा राखेर तीनै दल मिलेर अघि बढ्नुपर्नेमा जोड दिएकी थिइन् । ‘संविधान कार्यान्वयनको अवधि छोटिँदै गएको छ, यो अवधिमा गर्नुपर्ने काममा तपाईंहरूबीच संवाद र सहमतिको अवस्था कस्तो छ ?’ राष्ट्रपतिको भनाइ उद्धृत गर्दै स्रोतले भन्यो, ‘चुनावी तयारीका लागि संविधान संशोधन गर्नुपर्ने भए कम्तीमा सत्तापक्ष र प्रमुख प्रतिपक्षी मिलेर अघि बढ्दा संविधान कार्यान्वयनमा पनि सहज हुन्छ ।’</p><p> </p><p>सरकार गृहकार्यमा छः विमलेन्द्र निधि, गृहमन्त्री</p><p>सरकारले आन्तरिक गृहकार्य गरिरहेको छ । सबैसँग अनौपचारिक वार्ता र सम्पर्क भइरहेको छ । अहिले मस्यौदा तयार नभइसकेकाले कतिवटा बुँदामा संशोधन गर्ने भन्ने टुंगो लागिसकेको छैन । यस विषयमा कांग्रेस र माओवादी केन्द्रले मधेसी मोर्चासग छलफल गरिरहेका नयाँ पत्रिकामा समाचार छ । मस्यौदा तयार भएपछि मात्रै सबै कुरा भन्न सकिन्छ ।</p>

<p><span style="line-height: 1.42857143;">२९ </span><span style="line-height: 1.42857143;">असोज , </span><span style="line-height: 1.42857143;">काठमाडौं । </span></p><p><span style="line-height: 1.42857143;">दुबई लैजाने भन्दै एक नेपाली महिलालाई ओमान पुर्याएर बिक्री गरिएको छ । चरम यातना पाएकी ती महिलालाई बेचिएको ६ महिनापछि महानगरीय अपराध महाशाखाले उद्धार गरेको छ । काठमाडौंकी ३५ वर्षीय रुविना शर्मा (नाम परिवर्तन)लाई मानवतस्करीमा संलग्न गिरोहले १८ हजार दिराम अर्थात करिब पाँच लाख रुपैयाँ बिक्री गरेको प्रहरीले बताएको छ ।</span></p><p><br></p><p>चार दिनअघि उनको उद्धारसँगै प्रहरीले एक एजेन्टलाई पनि पक्राउ गरेको आजको नयाँ पत्रिकामा समाचार छ । उनलाई नक्कली कागजपत्र बनाई त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलबाटै ओमान पुर्याइएको हो ।</p><p>प्रहरीका अनुसार रुविनाले घरेलु कामदारका रुपमा करिब ५ महिना काम गरेकी थिइन् । <span style="line-height: 1.42857143;">दुई महिनाको मात्र तलव पाएको र घरमा अशुसरह व्यवहार भएको थाहा पाएपछि उनको परिवारले प्रहरीमा उजुरी गरेको थियो</span></p>
ब्यक्तिगत खर्चमा प्रतिक्षालय निर्माण
<p>२८ असोज, पर्वत ।<br>पर्वत बाच्छा गाबिसको फोक्सिङमा प्रतिक्षालय निर्माण गरिएको छ । उक्त गाबिस वडा नं।१ निवासी समाज सेवी नौलाविर क्षेत्रीले निजि लगानी नगद रु।२ लाखमा प्रतिक्षालय निर्माण गर्नुभएको हो ।</p><p>क्षेत्रीको ८४ पुजाको अवसर पारी यहिँ बैशाख बाट शुर भएको निर्माण कार्य असोजमा सम्पन्न गरि शुक्रबार उद्घाटन गरिएको छ । प्रतीक्षालय बनाउनुको मुख्य उद्देश्य भनेको यात्रुलाई सेवा दिने र सार्वजनिक जग्गाको संरक्षण गर्नु रहेको क्षेत्रीले बताउनुभयो ।</p><p>पानी आउँदा ओत लाग्न, चर्को घाममा शीतल ताप्न यात्रुहरुलाई यात्रामा सहजहोस भन्ने उद्देश्यले आफ्नो निजि लगानीमा प्रतिक्षालय स्थापना गरेको उहाँले बताउनुभयो ।</p><p>आफुको चाहना पहिँले देखि पाटी पौवा,मठ मन्दिर,चौपारी प्रतिक्षालय निर्माण गर्ने भएको भन्दै बाटो मा हिड्ने यात्रुले यात्रा गर्दा अतिनै कष्ठ जेलेको आफुलाई सैह्य नभएर प्रतिक्षालय निर्माण गरेको क्षेत्रीले बताउनुभएको छ ।</p><p>कालिगण्डकी लोकमार्ग अन्तर्गत बाच्छा खण्डमा दिनहु यात्रा गर्ने यात्रुले प्रचण्ड गर्मीमा घटौँ गाडीको प्रतिक्षा गर्न बाध्य भएको भन्दै यात्रुलाई सहज होस भनी अफुलाई उक्त कार्य गर्न मन लागेको उहाँले बताउनुभयो । </p><p>उक्त ठाउँमा पर्वत र बाग्लुङ का बिभिन्न गाबिसबाट आउने र गाउँ गाउँ जानेहरु समेत गाडीको पर्खाइमा बस्नु पर्ने भएतापनि ठाउँको अभाव थियो ।</p><p>यात्रुलाई बाटोमा हिड्दै गर्दा पानी आउदा र विश्राम गर्नको लागी यात्रु प्रतिक्षालय नहुदा आफ्नो सरसमान राख्न सारै समस्या भएको यात्रुहरुले गुनासो गरेका थीए । </p><p>कालिगण्डकी लोकमार्ग अन्तर्गत बाच्छाको फोक्सिङमा निमार्ण गरेको उक्त प्रतिक्षालय बाट हजारौँ यात्रु लाभान्वित हुने भएका छन् । उक्त स्थानमा प्रतिक्षालय निर्माण गरेसगैँ पैदल यात्रुलाई समेत केहीँ राहात हुने भएको छ । <br></p>
आत्महत्याका घटना बढेपछि न्यूनिकरणमा प्रहरीको पहल
<p>२८ असोज, बैतडी ।<br>बैतडीमा आत्महत्याका घटना दोब्बरले वृद्धि भएपछि यसको न्यूनीकरणका लागि प्रहरी पहल थालेको छ ।</p><p>आत्महत्याको अवस्था डरलाग्दो भएकाले तत्काल कारण पत्ता लगाई न्यूनीकरण गर्न जरुरी रहेको प्रहरी नायब उपरीक्षक बालनरसिंह राणाले बताउनुभयो । आत्महत्याको घटना कम गर्न प्रहरीले विभिन्न सचेतनामूलक कार्यक्रम सञ्चालन गरिरहेको उहाँले जानकारी दिनुभयो ।<br><br>आत्महत्या विभिन्न कारणले हुने भएकाले यसको न्यूनीकरणका लागि प्रहरीले पहल थालेको प्रहरी नायव उपरीक्षक राणाले जानकारी दिनुभयो । पारिवारिक अवस्था,आर्थिक अवस्था, केटा र केटीबीचको सम्बन्ध लगायतका कारणले आत्महत्याका घटनाहरुमा वृद्धि भइरहेको प्रहरीको बुझाई छ ।</p><p>गत आर्थिक वर्ष २०७२/७३ मा मात्रै ३० जनाले आत्महत्या गरेका थिए भने अघिल्लो आव २०७१/७२ मा १६ जनाले आत्महत्या गरेका थिए । तर चालु आवको ३ महिना नपुग्दै १४ जनाले आत्महत्या गरेको जिल्ला प्रहरी कार्यालयले जनाएको छ ।<br><br>असोज महिनामा मात्र ४ जनाले आत्महत्या गरेका छन् । बिहीवार मात्रै एघार दिनदेखि बेपत्ता रहेकी थलाकडा ८ का विरेन्द्र सिंह धामीकी २० बर्षिया सुत्केरी श्रीमती पार्वती धामी घरनजिकै बाजको रुखमा झुण्डिएको अवस्थामा फेला पारेकी थिईन । आत्महत्या गर्नेमा १४ देखि ६० उमेर समुहका रहेका छन ।</p><p>आत्महत्याका घटना बढ्दै जानुको मुख्य कारण तनाव रहेकोले के कारणले तनाब भएको हो त्यो कारण पत्ता लगाई न्युनिकरण गर्न आवश्यक रहेको जिल्ला प्रहरी कार्यालयका प्रमुख प्रहरी नायव उपरीक्षक राणाले बताउनुभयो ।<br></p>
Constitution amendment a must to ensure its acceptability: Maoist leader Shrestha
<p>CPN (Maoist Centre) senior leader Narayan Kaji Shrestha today stressed the need for amending the constitution to ensure its acceptability.</p><p>Speaking at a programme organised by the Bardibas Town Committee of the party to exchange greetings on the occasions of festivals like Bada Dashain, Tihar and Chhath, the leader pitched for amending the constitution to address the demands of all disgruntled parties. </p><p>Saying Nepal's constitution is a progressive in the world in terms of the issue of fundamental rights of people, he said the constitution would become the 'best' of the world once some rights and demands of some groups are accommodated in it.</p><p> On the demands of some groups for naturalised citizenship card holder to hold the supreme positions of the state, he implicitly opposed the demands, saying there are no provisions in any other country for such persons with naturalised citizenship certificate to get to such supreme positions of the state. </p><p>Likewise, another Maoist leader and former Minister Giriraj Mani Pokharel urged the opposition CPN (UML) to become serious towards implementing the constitution. </p><p>Saying the country may face crisis in case of a failure to implement the constitution, he stressed the need for driving the country towards socialism after holding the three levels of the elections within the stipulated time <br><br><br></p>
