कर्मचारीलाई भोट हाल्न दिनुपर्ने माग सहितको मुद्दा खारेज

<p><span style="line-height: 1.42857;">काठमाडौँ । सर्वोच्च अदालतले प्रतिनिधिसभा र प्रदेशसभा निर्वाचनमा खटिएका कर्मचारीले मतदान गर्न पाउनुपर्ने मागमा अन्तरिम आदेश दिन नपर्ने आदेश दिएको छ ।&nbsp;</span><br></p><p><br></p><p>न्यायाधीशद्वय दीपकराज जोशी र डम्बरबहादुर शाहीको संयुक्त इजलासले आज मतदानमा खटिएका कर्मचारीलाई संविधान र कानूनबमोजिम मतदानमा सम्मिलित गराउने सम्बन्धमा नेपालको संविधान विपरीत नहुने गरी निर्वाचन आयोग स्वयंले त्यसतर्फ विचार गर्ने हुँदा अन्तरिम आदेश जारी गर्न नपर्ने आदेश दिएको हो ।&nbsp;</p><p><br></p><p>निर्वाचनमा खटिएको ठाउँमा कर्मचारीले समानुपातिकतर्फ मतदान गर्न पाउनुपर्ने माग गर्दै महान्यायाधिवक्ता कार्यालयका भरतकुमार मैनालीले हालेको रिट निवेदनको सुनुवाइपछि अदालतले आइतबार एमिकस क्युरी माग गरेको थियो ।&nbsp;</p><p><br></p><p>सोही आदेशअनुसार आज नेपाल बार एशोसिएशनबाट वरिष्ठ अधिवक्ता प्रकाशबहादुर केसी र सर्वोच्च अदालत बार एशोसिएशनबाट वरिष्ठ अधिवक्ता डा. चन्द्रकान्त ज्ञवालीले एमिकस क्युरीका तर्फबाट बहस गर्नुभएको थियो ।&nbsp;</p><p><br></p><p>प्रतिनिधिसभा र प्रदेशसभा सदस्य निर्वाचनमा खटिने करिब ५ लाख कर्मचारीले मतदान गर्न नपाउने भएका छन् । आयोगले मंसिर १० र २१ गतेको निर्वाचनमा खटिने ४ लाख ९२ हजार कर्मचारी र सुरक्षाकर्मीलाई समानुपातिक प्रणालीमा मतदान गर्न नपाउने निर्णय गरेको छ ।&nbsp;</p><p><br></p><p>निजामती कर्मचारी, शिक्षक, सुरक्षाकर्मी र म्यादी प्रहरीको अस्थायी मतदाता नामावलीको व्यवस्था नभएकाले उनीहरूले समानुपातिक निर्वाचनमा समेत मतदान गर्न नपाउने भएका छन् ।&nbsp;</p>

मतदाता फकाउन सरकारले ल्यायो बाढी पहिरो प्रभावितका लागि नयाँ आश्वासन

<p><span style="line-height: 1.42857;">काठमाडौं ।</span><br></p><p>दुई बर्ष वितिसक्दा समेत भूकम्प पीडितहरुले राहत पाउन सकेका छैनन् ।</p><p>महिनौं वितिसक्दा तराई सहित देशभरका बाढी पहिरो पिडित अझै बिचल्ली अवस्थामा छन् तर उनिहरुका लागि अहिलेसम्म घोषणा गरिएका राहत समेत बाँड्न नसकेको सरकारले आसन्न निर्वाचनको संघारमा आएर मतदातालाई फकाउन फेरी अर्को आश्वासन बाँडेको छ ।</p><p><br></p><p>देउवा सरकारले पछिल्लोपटक मुलुकका विभिन्न भूभागमा आएको बाढी पहिरोबाट प्रभावितका लागि विशेष योजना ल्याउने घोषणा गरेको हो ।</p><p><br></p><p>सिंहदरबारस्थित प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालयमा आज बसेको मन्त्रिपरिषद् बैठकले २०७४ सालमा विशेषगरी तराई क्षेत्रमा आएको बाढी पहिरोबाट प्रभावितलाई विशेष योजना ल्याउने निर्णय गरेको हो ।&nbsp;</p><p><br></p><p>योजनाबारे अर्थ मन्त्रालयले जतिसक्दो चाँडो कार्यक्रम सार्वजनिक गर्ने अर्थमन्त्री ज्ञानेन्द्रबहादुर कार्कीले जानकारी दिनुभयो ।&nbsp;</p><p><br></p><p>त्यसैगरी, सरकारले ग्रामीण पहुँच सुधार परियोजना (रुलर कनेक्टिभिटी इम्प्रुभमेन्ट प्रोजेक्ट)का लागि एशियाली विकास बैंकबाट १ सय मिलियन डलर ऋण सहायता प्राप्त गर्नका लागि वार्ता टोली गठन गरेको छ ।&nbsp;</p><p><br></p><p>अर्थमन्त्री कार्कीले बैठकका निर्णयबारे जानकारी दिँदै प्रस्तावित आयोजनाले १६ जिल्लाको ३८८ किमी ग्रामीण सडक स्तरोन्नति गरी कृषि उपजको बजार पहुँच सुनिश्चित गर्न सक्ने बताउनुभयो ।&nbsp;</p><p><br></p><p>सरकारले रक्षा सचिवमा विनोद केसीलाई नियुक्त गरेको छ ।&nbsp;</p>

Nepal in Regional Meeting for Safe, Orderly and Regular Migration

<p><span style="line-height: 1.42857;">The Asia-Pacific Regional Preparatory Meeting for the Global Compact for Safe, Orderly and Regular Migration commenced in Bangkok, Thailand today.&nbsp;</span><br></p><p><br></p><p>The Meeting has been organised pursuant to the request of the UN General Assembly to the UN regional commissions to organize discussions among Member States and other relevant stakeholders to examine regional aspects of international migration, and to provide inputs to the preparatory process of the Global Compact.&nbsp;</p><p><br></p><p>This meeting is expected to arrive at a set of regional inputs for negotiations on the Global Compact on Safe, Orderly and Regular Migration being held in Mexico in December this year, according to the Embassy of Nepal in Bangkok.&nbsp;</p><p>Delivering the country statement as the leader of the Nepali delegation, Ambassador of Nepal in Bangkok and Permanent Representative to the UNESCAP Dr Khaga Nath Adhikari stressed on the need for safe, regular and dignified foreign employment opportunities for Nepali labour in the destination countries,&nbsp;</p>

<p><span style="line-height: 1.42857;">The Supreme has given a verdict that there is no need to issue a stay order on the writ demanding rights to vote to the employees deployed in elections.</span><br></p><p><br></p><p>A joint bench comprising of Dipak Raj Joshi and Dambar Bahadur Shahi ruled that the Election Commission can consider whether employees deployed in elections have the right to vote without crossing the boundary of the constitution.</p><p><br></p><p>With this verdict of the SC, around half a million employees assigned in elections will be deprived of casting vote in the proportional system of elections.&nbsp;</p>

Over 4, 4000 get election observation permission

<div><span style="line-height: 1.42857;">The Election Commission (EC) has authorized 52 national and four international organisations to observe the upcoming election to the House of Representatives and Provincial Assembly.&nbsp;</span><br></div><div><br></div><div>As many as 44,142 received the permit to observe the elections. As per the data received so far, as many as 10,000 persons from National Election Observation Committee (NEOC) were permitted which is the greatest number receiving permission from a single institution.&nbsp;</div><div><br></div><div>Similarly, only 20 persons got permission from Creative Integrated Sustainable Development Society, Lainchaur.&nbsp;</div><div><br></div><div>The international organisations receiving permission are 'The Carter Centre', 'European Union', 'Asian Network for Free Election' and 'Ankawa International'.&nbsp;</div><div><br></div>

Nepal presents views against any attempt at secession in Spain

<p><span style="line-height: 1.42857;">The government has stressed the need of settling out domestic issues of Spain by remaining within the constitutional framework of the country. &nbsp;It has made it clear that it is firmly against any attempt to the secession of the country (Spain).&nbsp;</span><br></p><p><br></p><p>In a press statement today, the Ministry of Foreign Affairs said, "Nepal unequivocally supports and respects the sovereignty, national unity and territorial integrity of Spain and firmly opposes to any attempt to the secession of the country.</p>

Six accelerometer centres to be constructed in KTM Valley

<p><span style="line-height: 1.42857;">Accelerometer centres, measuring earthquake, are going to be constructed at six different places of Kathmandu Valley with the Japanese support.</span><br></p><p><br></p><p>Japan had provided financial support for the construction of 10 accelerometer centres in Kathmandu Valley and 10 GPS stations out of valley after the Gorkha earthquake.</p><p><br></p><p>The accelerometer centres are going to be constructed at Sanga, Kapan, Lubhu, Sinamangal, Thankot and Kharipati. &nbsp;</p><p><br></p><p>Seismologist at the National Seismological Centre, Department of Mines and Geology, Mukunda Bhattarai, said that the centres are to be constructed at the quake hard-hit areas.</p><p><br></p><p>Similarly, the GPS stations have already been built at Chitwan, Kapilvastu and Syangja district and such centre would be constructed at Rukum, Rolpa and Gulmi this year, according to the Department.&nbsp;</p><p><br></p><p>Accelerometer centre measures large scale earthquake while GPS stations measures both small and large scale earthquakes.</p>

‘Total minimum election expenditure of candidates surpasses 10.5 billion’

Government to come up with special package for natural disaster survivors

<p><span style="line-height: 1.42857;">The government is to come up with a special package targeting survivors of natural disasters (landslides and floods) that hit different parts of the country recently.&nbsp;</span><br></p><p><br></p><p>A meeting of the Council of Ministers today decided to bring a special package for the relief of those affected by recent incidents of natural disaster particularly in the Terai region.&nbsp;</p><p>The Ministry of Finance will unveil the special package as soon as possible, said Finance Minister Gyanendra Bahadur Karki while talking to media after the meeting.&nbsp;</p><p><br></p><p>Likewise, the meeting has formed a talks team to negotiate with the Asian Development Bank on an agreement on receiving 100 million dollar loan assistance for the implementation of the proposed Rural Connectivity Improvement Project .</p><p><br></p><p>Giving information about the meeting decision to media, Minister Karki said the proposed project is capable of ensuring market access to agro products by upgrading 388 kilometres of rural roadways in 16 districts.&nbsp;</p>

<p><span style="line-height: 1.42857;">एजेन्सी ।</span></p><p>एक सांगितिक कार्यक्रममा गोली हानी कम्तिमा ५८ जनाको हत्या भएको महिना दिन नपुग्दै अमेरिकामा फेरी एक चर्चमा गोली हानी कम्तिमा २६ जनाको हत्या भएको छ ।</p><p><br></p><p>अमेरिकी समाचार संस्था सिएनएनले उल्लेख गरे अनुसार टेक्सस राज्यको सदरल्याण्ड स्प्रिङ्सस्थित एउटा बाप्टिस्ट चर्चमा २६ बर्षीय डेभिन पाट्कि केले नाम गरेका अमेरिकीले गोली चलाउँदा कम्तिमा २६ जनाको ज्यान गएको छ ।</p><p><br></p><p>गोली लागेर तथा भागदौडमा परि अन्य २० जना गम्भिर घाइते भएका छन् । &nbsp; सदरल्याण्ड स्प्रिङ्स नामक सानो नगरमा भएको उक्त घटनामा बन्दुकधारीको पनि मृत्यु भएको छ । तर उनी तीब्रगतिमा कार चलाई भागेर एक घरमा लुक्ने क्रममा प्रहरीले गोली चलाएपनि प्रहरीको गोली लागेर वा उनि आफैंले गाली दागेर मृत्यु भएको खुली सकेको छैन ।</p><p><br></p><p>सदरल्याण्ड स्प्रिङ्ग्सस्थित फ्रस्ट बाप्टिस्ट गिर्जाघरमा बिहानीको प्रार्थना चलिरहँदा उक्त बन्दुकधारी प्रवेश गरेको ठानिएको छ । त्यसपछि बन्दुकधारीले अन्धाधुन्ध गोली चलाएका थिए ।</p><p><br></p><p>गोली लागेर मृत्यु हुनेमा ५ बर्षका बालक देखी ७२ बर्षका बृद्ध समेत छन् । मृत्यु हुनेमध्ये एकमा उक्त गिर्जाघरका पास्टरकी १४ वर्षीया छोरी समेत छिन् ।</p><p><br></p><p>टेक्ससका गभर्नर ग्रेग एबटले इतिहासकै सबैभन्दा खराब गोलीकाण्डको संज्ञा दिंदैनिर्दोष मानिसहरुको हत्या गरिएको र यसको कारण थाहा हुन नसकेको भन्दै शोक व्यक्त गरेका छन् ।</p><p><br></p><p>यता जापान भ्रमणमा रहेका अमेरिकी राष्टपति डोनाल्ड ट्म्पले गोली काण्डले विक्षिप्त भएको भन्दै घटनाले दुखी बनाएको प्रतिक्रिया दिएका छन् ।</p><p><br></p><p>टेक्सस प्रहरीले बन्दुकधारीले गोली चलाउनुको कारण थाहा हुन नसकेको र घटनाकारीको आतंककारी संगठनसँग संलग्नताको आधार फेला नपरिसकेको बताएको छ ।</p>
