<p>The parliament meeting obstructed twice before and rescheduled for 1:30 pm today has been obstructed yet again with the major opposition party Nepali Congress (NC) demanding a probe into the leakage of budget information before its presentation at the parliament.<br><br>With the objection from the NC, Speaker of the House Onsari Gharti postponed the meeting scheduled for holding theoretical discussions on budget until 3pm today.<br><br>NC leader Mahesh Acharya demanded for an inquiry into the incident as he argued that such an incident had undermined the jurisdiction of the sovereign Legislature-Parliament.<br><br>Mr. Acharya argued that the Legislature-Parliament should not proceed with its business until a convincing answer to leaking such important information related to budget was presented in the written form.<br><br>A proposal seeking a theoretical discussion on the budget estimates for fiscal year 2016/017 amounting to Rs 1.048 trillion was scheduled to be presented at the Legislature-Parliament by Finance Minister today but owing to the reservations the major opposition, the meeting has not been able to take place yet. <br></p>

<p>'Silence of the Summit', Chinese mountaineer Wang Jing's second book on mountaineering tourism of Nepal was launched&nbsp; today.&nbsp; Wang has been writing books about adventure tourism, especially mountaineering, in Nepal. <br><br>In her second book, Wang, who has scaled Sagarmatha (Mt Everest) three times, has described about the condition of the highest peaks of the seven continents and her climbing experiences. <br><br>Prime Minister KP Sharma Oli launched the book at a function held at his official residence in Baluwatar. <br><br>On the occasion, PM Oli said that Wang's latest book would help take the Nepal-China friendship to a new height besides promoting Nepal's mountaineering tourism at the global level.<br><br>Speaking about the longstanding bilateral, cultural and geographical ties between Nepal and China, the Prime Minister expressed the belief that the book would also help cement the bilateral relations.<br>&nbsp;&nbsp;&nbsp; <br>He expressed the belief that the country's tourism would get success with the enthusiastic climbing of the various mountains including the Sagarmatha this spring season after suffering from obstruction of climbing activities for two years following two big natural disasters.<br><br>Chinese ambassador to Nepal Wu Chuntai believed that Wang's book would be useful in further strengthening the China-Nepal relations.<br><br></p>

<p>Minister for Irrigation Umesh Kumar Yadav has directed the officials to manage solar power driven irrigation system from the current fiscal year.&nbsp;&nbsp; </p><p>In an interaction organized in the Irrigation Division in Kathmandu today, Minister directed the officials concerned to manage the irrigation facility to farmers using solar power. <br><br>He argued that they should not wait for next fiscal year to implement the system.</p><p>It is shared that only about 700,000 hectares of land in the country has the irrigation facility for 12 months and to about one million hectares of land could be irrigated after the implementation of the shallow tube-well and the deep tube-well programmes.&nbsp; <br><br></p>

<p>Most of the lawmakers have objected for non-implementation of important issues mentioned in the Energy Crisis Reduction Action Plan released by the government on February 18.<br><br>A majority of lawmakers expressing their views in today's meeting of the Agriculture and Water Resources Committee under the Legislature-Parliament complained that although the government has released the ambitious policies and programmes, the implementation side was very weak and government has not paid attention over the action plan. <br><br>They drew the attention of the government, saying the Energy Ministry has not paid attention for the implementation of the action plan as three months have passed after its release, among others.<br><br>The Committee directed that Energy Ministry to implement the energy crisis reduction action plan immediately. <br><br></p>

<p>Nepali Congress central committee member and former Deputy Prime Minister, Prakashman Singh, has said that his party would stand against the wrong activities of the government as the main opposition party. <br><br>Addressing the party cadres' in Rautahat today, leader Singh argued that the budget recently brought by the government was only popularity-oriented and it could not be implemented. He further criticised the budget as ambitious. <br><br></p>

<p>The Communist Party of Nepal (Masal) has supported the budget for the fiscal year 2016-17 brought by the government with some reservation.<br><br>Party's general secretary Mohan Bikram Singh said in a press release today that although the budget has not given attention to the principle of making Nepal a socialism-oriented country as mentioned in the constitution, the provisions contained in the budget as holding the local body elections and making the country self-reliant were positive. <br><br></p>

<p>Minister for Information and Communications Sherdhan Rai has said the government brought such budget that has focused people's aspiration and prosperity. </p><p>Speaking at a programme in Butwal today, Minister Rai said the budget was prepared based on country's prosperity, so there was no point in making negative comments about it.</p><p>Also the Spokesperson of the government, Minister Rai further argued that government has fully abided by the fiscal discipline. <br><br>Problems can not be solved merely by objecting to the constitution and burning its copies, he said, urging the agitating Madhesi parties to join the talks table. <br><br></p>
