Election essential to implement the constitution: Pokharel

<p><span style="line-height: 1.42857;">The CPN (UML) general secretary Ishwar Pokharel has said that the elections including local elections are essential to implement the constitution and reach the Singh Durbar-centric rights to the door of the people. &nbsp;</span><br></p><p><br></p><p>&nbsp;In a press meet in Morang today, leader Pokharel added that holding polls in clean and fear-free environment is the common responsibility of all.</p><p><br></p><p>He further opined for holding three-tier of elections in stipulated time frame, by January 2018.&nbsp;</p>
