Government focuses on policies enhancing gender equality and women empowerment

<p><span style="line-height: 1.42857;">President Bidya Devi Bhandari has said that government has focused on the policies of enhancing gender equality, women empowerment, gender mainstreaming and women's participation. 
</span><br></p><p>Presenting the policy and programme of the government for fiscal year 2017/18 in the Legislature-Parliament yesterday, President Bhandari said that in addition to giving continuity to social security allowances, comprehensive social security programme will also be implemented in the coming fiscal year. 
</p><p>President Bhandari said that qualitative and quantitative advancement will be made in the science and technology sector while exploring the benefits, opportunities and potentials that could be reaped from this sector for the prosperity of the country. 
</p><p>Similarly, a national plan of action will implemented with high priority to promote research and development in the science and technology sector. 
</p><p>The government through the policy and programme has cited that foreign policy will be implemented while revising it as per the needs of changing time. Based on Nepal's national interest and necessity, relations with friendly countries, including the neighbouring India and China, it will be further strengthened to enhance mutual interest, equality, cooperation and cordiality. 
</p><p>Presenting the policy and programme, President Bhandari said that economic diplomacy will be promoted by employing country-wise strategy to enhance cooperation in trade, investment, tourism, labour and technology sectors as well as continuity will be given to the policy and programme of mobilizing skills and capital of non-resident Nepalis for the development of Nepal. 
</p><p>Likewise, the policy cites that continuity will be given to the task of concluding bilateral agreements with destination countries while making foreign employment safe, dignified and managed. 
</p><p>The government has focused on the implementation of the National Security Policy for the promotion of Nepal's overall national interest. It said that in line with national priorities, Nepali Army will be mobilized in development works, conservation of national heritages and disaster management. 
</p><p>Similarly, President Bhandari said that with a view to creating an environment for unhindered exercise of people's fundamental rights as guaranteed by the Constitution, internal security policy will be formulated and implemented accordingly. 
</p><p>Capacity enhancement and modernization of the Nepal Police, Armed Police Force and National Investigation Department will be executed while Nepal Police will be transformed as per the federal structure. 
</p><p>Likewise, the government has focused that the process of transforming prisons into correction centres should be continued and qualitative and efficient service will be provided by using technology in immigration system. 
</p><p>President Bhandari said that public administration will be made clean, competent, impartial, committed to professional integrity, transparent, corruption free, accountable and participative as well as powerful.&nbsp;</p><p>Administrative Restructuring Committee should devise fundamental principles and policies of administrative restructuring and formulate National Civil Service Policy in order to guide the civil service, federal civil service and local service. 
</p><p>A transitional plan for the management of local level staff should be devised for the immediate mobilization of staff at the local level till the Staff Adjustment Bill is approved and implemented. 
</p><p>President Bhandari underscored that good governance should be strengthened by embracing the concept of zero-tolerance to corruption, and capacity of the constitutional and public bodies working in the areas of corruption control should be enhanced. 
</p><p>Similarly, the strategic plan of the judiciary should be implemented with priority in order to make delivery of justice effective and credible, and necessary legal and organisational strengthening should be carried out in order to effectively implement verdicts of the Supreme Court and other judicial entities.</p><p>The government has stated that investigation and indictment procedures of the government-filed cases should be made effective through the implementation of the Strategic Plan of the Office of the Attorney General.</p><p>Similarly, The government has said that it is hell-bent into holding the second phase of local level election on June 14. 
</p><p>President Bidya Devi Bhandari said that the government has accorded high priority to conducting the election in rest of the 41 districts in province no 1,2,5 and 7. 
</p><p>Stating that the first phase of elections has been concluded in 283 rural municipalities and municipalities of province no 3, 4 and 6, President Bhandari said that the government is confident of receiving similar support from the civil servants, security personnel and observers besides the election officers for the second phase of poll.&nbsp;</p><p>Meanwhile, yesterdays 's second meeting of the Legislature-Parliament was adjourned without entering into its business. 

The UML lawmakers stood from their respective seats immediately after the Speaker marked the beginning of the meeting. The House meeting was then adjourned until 1:00 pm today.
