Second phase election still in confusion: leader Nepal

<p><span style="line-height: 1.42857;">CPN (UML) leader and former Prime Minister Madhav Kumar Nepal has said that the second phase election is still in confusion. &nbsp;&nbsp;</span><br></p><p><br></p><p>While speaking in a programme in Kathmandu today, he suggested holding second phase election before new budget (May 29).</p><p>He termed the Sanghiya Samajbadi Forum Nepal's decision of participating in local poll as positive. &nbsp;</p><p><br></p><p><br></p>
