<p><span style="line-height: 1.42857;">Prime Minister Pushpa Kamal Dahal ' Prachanda' has said the country has moved towards the course of constitution enforcement along with a national unity with the commencement of a process for the local-level election. </span><br></p><p><br></p><p>In his address to the 39th meeting of the National Development Problems Resolution Committee today, the Prime Minister said an increasing people's participation in the election-related activities has paved the way for the country to move ahead to meet the goal of constitution implementation. </p><p><br></p><p>He said the government is committed to holding the election in a free, fair and peaceful atmosphere, </p><p><br></p><p>He went on to say that country's overall economic growth index is trailing towards a positive direction and called on all bodies concerned to expedite the post-earthquake reconstruction efforts which according to the PM have failed to take a pace.</p><p><br></p><p>He insisted on the need of working in such a ratio so that the minimum capital expenditure will be 80 per cent. </p><p> </p><p>The PM who is also the chair of National Planning Commission expressed his concern over the sluggish progress on the implementation of Kathmandu- Tarai fast track and West Seti Hydropower Project, sought the expedition of such projects within a month. </p><p><br></p><p>On the occasion, PM Dahal directed the Ministry of Finance and the National Planning Commission to prepare a budget that would be appropriate to all levels from federal to local and formulate plans accordingly.</p>
