<p>As the main opposition party Nepali Congress and CPN (Maoist Centre) push for formation of a new government, the constitutional experts have advised that the formation could take place on basis of Article 298 of the Constitution of Nepal. <br><br>The article specifies provision on formation of the Council of Ministers under the interim provision. An interaction was held on eliciting suggestions during which the concerned experts reminded the top leaders that there are no hurdles to formation of a new government. During the interaction held at the NC Parliamentary Party Office for nearly three hours, the senior leaders from both the parties held consultation with 18 experts. <br><br>On the occasion, Prof Dr Surya Dhungel said there is no confusion related to formation of a new government in the constitution, and referred to Article 298 under the transitional mechanism framework of the constitution's part 33 as the base on which it could be mounted. <br><br>Another constitutional expert Prem Bahadur Khadka said that there is no constitutional ambiguity on the formation of a new government. The provision enshrined in the Article 298 of the Constitution on the formation of new government specified has paved the way for the same. Similarly, Lawmaker and law expert Ram Narayan Bidari said Prime Minister Oli now is in a minority in the House so he should resign from the post on ground of morality without any hesitation. <br><br>NC leader and law practitioner Ramesh Lekhak said there has been the parliamentary practice that other bills won't enter in the House for discussion when the no-trust motion against the Prime Minister is tabled. The parliamentary regulation has the provision that discussion on other matters will be held once the no-trust motion is finalized.<br> <br>On the contrary, the ruling CPN-UML party is sticking to its stance that discussion on no-confidence motion can be held after settling the agendas which were already entered for discussion in the House. <br><br>The CPN (Maoist Centre), the main coalition ruling partner on July 13 tabled a no-confidence motion at the parliament against Prime Minister KP Sharma Oli accusing the latter of noncompliance with seven-point agreement and three-point gentleman's agreement reached earlier. Some 255 parliamentarians from two parties and CPN (United) have signed the no-trust motion. The motion is set to be discussed at 11.00 on July 21 in the House. <br><br></p>
